Colonel Ángel Luis Cruz García Takes Office as Cuba's Military Attaché in Vietnam, Replacing Colonel Román Osvaldo Jiménez Ortega
On the morning of September 9, in Hanoi, General Nguyen Truong Thang, Member of the Party Central Committee, Deputy Minister of Defense, met with Colonel Román Osvaldo Jiménez Ortega, Cuba’s Military Attaché in Vietnam, to bid farewell as his term of service came to an end, and Colonel Ángel Luis Cruz García, who was arriving to take on the role of Cuba’s new Military Attaché in Vietnam.
Present at the meeting from the Government Cipher Committee was Brigadier General Hồ Văn Hương, Deputy Head of the Committee.
At the meeting, General Nguyễn Trường Thắng congratulated Colonel Román Osvaldo Jiménez Ortega for successfully completing his term of service in Vietnam. He highly appreciated Colonel Jiménez Ortega's contributions to promoting the relationship between the two countries in general, and bilateral defense cooperation in particular. He also emphasized the traditional solidarity and special friendship between Vietnam and Cuba, which was founded by President Hồ Chí Minh and President Fidel Castro, nurtured and developed over time, and continuously preserved and strengthened by the leadership of both countries' Parties, States, peoples, and armies. This relationship has become a symbol of loyalty, purity, and rarity between nations worldwide.

General Nguyễn Trường Thắng was pleased to note that with Colonel Román Osvaldo Jiménez Ortega’s positive contributions, the Vietnam-Cuba defense cooperation has been continually strengthened and developed, becoming a highlight in the overall relations between the two countries. This cooperation has achieved many important results in areas such as delegation exchanges, Party work, political work, training, cryptography, logistics, and military medicine.
On this occasion, General Nguyễn Trường Thắng also congratulated Colonel Ángel Luis Cruz García on his appointment as Cuba's Military Attaché to Vietnam. He expressed his hope that Colonel Cruz García, in his new position, would continue to work closely to build upon the results already achieved and further deepen the defense cooperation between the two countries, focusing on several key areas: effectively implementing the results of the official visit to Vietnam by the Minister of the Cuban Revolutionary Armed Forces (September 2025); maintaining exchanges of delegations at all levels, especially high-level delegations; and enhancing cooperation in Party work and political affairs.
General Nguyễn Trường Thắng expressed his desire for Colonel Román Osvaldo Jiménez Ortega, in his future roles, to continue his interest and commitment to Vietnam and the defense cooperation between the two countries.
Brigadier General Hồ Văn Hương, Deputy Head of the Government Cipher Committee, on behalf of the Party Committee and the leadership of the Committee, congratulated Colonel Ángel Luis Cruz García on his new assignment.
Colonel Román Osvaldo Jiménez Ortega thanked the leadership of the Ministry of National Defense of Vietnam and relevant authorities for their support, creating favorable conditions for him to successfully complete his term in Vietnam. He emphasized that during his tenure, the two sides implemented practical cooperation, notably delegation exchanges with visits by the Minister of the Cuban Revolutionary Armed Forces, the Political Director of the Cuban Revolutionary Armed Forces, and the Chief of the General Staff, Deputy Minister of the Cuban Revolutionary Armed Forces, who visited Vietnam. Cuba and Vietnam also closely collaborated in training. Currently, some Cuban students are studying at Vietnam’s military academies and schools.
Colonel Román Osvaldo Jiménez Ortega expressed his hope that both sides would continue to maintain existing cooperation mechanisms and affirmed that, in any position he holds, he will continue to actively contribute to advancing the relationship between the two countries and their armed forces.
Meanwhile, Colonel Ángel Luis Cruz García affirmed that he would build upon the achievements of his predecessor and work closely to implement the bilateral defense cooperation effectively. He expressed his desire to receive the support and facilitation of the leadership of Vietnam's Ministry of National Defense and relevant authorities to ensure the success of his tenure.
