On July 25, 2025, the Government issued Decree No. 211/2025/ND-CP, detailing activities related to Civil Cryptography (CC) and amending and supplementing certain provisions of Decree No. 15/2020/ND-CP (which was amended and supplemented by Decree No. 14/2022/ND-CP) regarding administrative penalties in the fields of postal services, telecommunications, radio frequency, information technology, and electronic transactions. This Decree introduces many important updates, contributing to the improvement of the legal framework for network information security and Civil Cryptography in Vietnam.

Recognizing the correct position and role of national defense and the need to continue strengthening and consolidating all aspects of national defense, in recent years, the Central Military Commission and the Ministry of National Defense have led and directed agencies and units throughout the military to seriously implement the directives, resolutions, plans, and programs related to building and improving the law of the Party and the State. The goal is to establish and refine a comprehensive, unified, and feasible system of laws regarding military, national defense, and cipher activities. This includes timely and accurately implementing the Party's guidelines, policies, and the State's legal system, and concretizing the provisions of the Constitution in building a Socialist Rule-of-Law State in Vietnam, by the people, for the people.
