Functions and Responsibilities

I. Position and Function

The Government Cipher Board has the function of advising the Party and the State on cryptographic work and carrying out cryptographic activities. It contributes to ensuring absolute secrecy, safety, accuracy, and timeliness of information to serve the leadership of the Party, the management of the State, and the command of the armed forces in all situations. It actively prevents and participates in fighting against cryptographic espionage activities that harm national security, state interests, and the legitimate rights and interests of agencies, organizations, and individuals.

II. Tasks

1. Advise and propose to the Minister of National Defense to issue or submit to competent authorities the strategies, policies, and legal documents regarding cryptography.

2. Assist the Minister of National Defense:

     - Organize the implementation of strategies, policies, and laws on cryptography;

     - Direct and coordinate with relevant agencies to build a unified and cohesive cryptographic organization, develop a strong, clean cryptographic force with excellent professional expertise;

     - Organize the construction and unified management of the cryptographic communication network; manage and control the use of cryptographic products nationwide.

     - Submit to the Government regulations regarding the organizational structure and personnel of the Government Cipher Board.

3. Organize and direct training and professional development on cryptography and cryptographic techniques throughout the entire cryptographic industry.

4. Organize research and unified management of scientific research and cryptographic technology development to protect state secrets; coordinate with relevant agencies and organizations to manage the import of equipment and technology for research and production of cryptographic products.

5. Unified management and assurance of cryptographic expertise, techniques, and technology for cryptographic activities nationwide; produce and supply cryptographic products to protect state secrets and build infrastructure to meet the needs for developing a regular, modern cryptographic force.

6. Ensure the readiness of the cryptographic communication network system and reserve forces, as well as the stockpiles of cryptographic products, to effectively respond to all situations.

7. Carry out the duties of the central investment and budget planning unit; directly manage the facilities and technical equipment of the Government Cipher Board.

8. Coordinate with relevant agencies and organizations to organize the implementation and inspection of encrypting state secrets.

9. Organize the protection of cryptographic products and other state secrets in cryptographic activities.

10. Coordinate with relevant agencies and organizations to manage the research, production, business, and use of cryptography to serve economic and social development; provide information security and safety services to agencies, organizations, and individuals as regulated by law.

11. Inspect, audit, handle complaints, denunciations, and deal with legal violations in the field of cryptography as prescribed by law.

12. Engage in international cooperation on cryptography.

13. Perform other tasks and powers as prescribed by law.
