The issuance of the above Plan aims to ensure the timely, unified, and effective implementation of the contents and tasks specified in Decree No. 118/2025/ND-CP dated June 9, 2025, by the Government, and Plan No. 4656/KH-BCY dated July 31, 2025, by the Ministry of National Defense, regarding the implementation of administrative procedures (AP) under the "One-Stop Shop" and "Interlinked One-Stop" mechanism at the One-Stop Desk and the National Public Service Portal within the Government Cipher Committee.

The contents of the Plan include: managing and upgrading the Information System for resolving civil cryptography administrative procedures; developing and issuing internal and electronic procedures; proposing linked administrative procedures in the cryptographic sector and the process for implementing these linked procedures; coordinating with the Ministry of National Defense's Office to update and publicize the list of administrative procedures accepted and not accepted at the One-Stop Desk and Result Return Desk; the list of administrative procedures provided as full or partial online public services; publicizing the information about officials and contact points responsible for handling administrative procedures on the One-Stop Desk's website; coordinating with the Ministry of National Defense’s Office to update or synchronize data under the Government Cipher Committee’s management to serve the resolution of administrative procedures; publicizing the evaluation results of the level of satisfaction of organizations and individuals with the resolution of cryptographic administrative procedures; and developing the interface for the civil cryptography licensing public service portal.

At the same time, the Plan also sets requirements for completing internal and electronic procedures for each administrative procedure; ensuring transparency and publicizing implementation results. It mandates conducting outreach and training for the team of officials and staff at agencies and units handling administrative procedures regarding the "One-Stop Shop" and "Interlinked One-Stop" mechanism.

The Plan assigns the Civil Cryptography Management and Product Testing Department, according to its function, duties, and management sector, to lead the following tasks: regularly upgrading the information system for resolving civil cryptography administrative procedures to serve administrative procedure resolution; advising on the development of decisions for issuing internal and electronic procedures for each administrative procedure under its jurisdiction (to be completed by December 2025); publicizing the evaluation results on the level of satisfaction of organizations and individuals with the resolution of cryptographic administrative procedures (on a monthly basis); and developing the interface for the civil cryptography licensing public service portal (no later than February 2026).

The office, according to its function, duties, and management sector, will lead and coordinate with relevant agencies and units to draft proposals for linked cryptographic administrative procedures and the process for implementing linked procedures (no later than November 15 each year). It will coordinate with the Ministry of National Defense's Office to update and publicize: the list of accepted and non-accepted administrative procedures in the cryptographic sector at the One-Stop Desk and Result Return Desk; the list of administrative procedures provided as full or partial online public services (to be completed by August 2025); regularly providing information about officials and contact points for receiving and handling administrative procedures, published on the One-Stop Desk’s website of the Ministry of National Defense, the Civil Cryptography Management and Product Testing Department’s website (nacis.gov.vn); updating or synchronizing with the National Public Service Portal the list of administrative procedures, online public service lists, administrative procedure resolution results, and fees to be submitted to the state budget during administrative procedure resolution, as well as the list of commercial banks and payment intermediary service providers. It will also advise on issuing proposals for administrative procedures that do not require direct submission at the One-Stop Desk of the Ministry of National Defense.
