The Government Cipher Committee signed a cooperation agreement with Vietnam National University, Hanoi in multiple cutting-edge technology fields.
On the afternoon of August 29 in Hanoi, the Government Cipher Committee and Vietnam National University, Hanoi reached and signed a cooperation agreement to promote training, research, and scientific development in the fields of quantum technology, information security, quantum computing, quantum communications, and semiconductor microchip technology.

Attending the ceremony on behalf of VNU were Prof. Dr. Le Quan, President of VNU, the Vice Presidents, and leaders of several functional units.
Representing the Government Cipher Committee were Lieutenant General Vu Ngoc Thiem, Chairman; Major General Ho Van Huong, Deputy Chairman; along with leaders from a number of affiliated agencies and units.

Prior to the ceremony, VNU’s leadership introduced the delegation of the Government Cipher Committee to the university’s valuable historical documents displayed at the Tradition Room.

At the ceremony, Lieutenant General Vu Ngoc Thiem delivered an overview of the functions and responsibilities of the Government Cipher Committee and the Cipher sector. He particularly emphasized its statutory role in advising the Party, the State, and the Minister of National Defense under the Law on Cipher, including: (1) State management of the cipher force nationwide; (2) State management of cryptographic activities to protect state secrets; (3) State management of digital signature authentication for official use; (4) State management of civil cryptography; (5) Implementation of cipher-related activities to provide secure solutions, systems, and products that ensure information security for Party and State agencies from central to local levels.

Over its 80 years of establishment and development, the Cipher sector has always played a pivotal role in safeguarding national information security. In the new context, the Government Cipher Committee is paying particular attention to areas such as quantum technology, blockchain, artificial intelligence, chips, and semiconductors. The Committee also operates the Cryptography Technical Academy, a specialized training institution where many officers previously studied at VNU.

Lieutenant General Vu Ngoc Thiem urged functional units of the Government Cipher Committee to promptly develop detailed plans for implementing the agreement and to make use of the favorable conditions at VNU’s Hoa Lac campus to carry out joint programs effectively. He also affirmed the Committee’s commitment to further strengthen cooperation with VNU in the future.

It is noted that the partnership between the Government Cipher Committee and VNU has been in place for many years, with professional exchanges and scientific seminars in cryptography, information security, and quantum technology. In particular, VNU’s University of Science and the Institute of Cryptographic Science and Technology under the Government Cipher Committee have jointly initiated the development of a proposal for a national-level joint quantum technology laboratory, conducted research on post-quantum cryptographic algorithms, and trained high-quality human resources (master’s and doctoral levels) in cryptography, microelectronics, and computer science.

These collaborations have built trust and mutual understanding of each side’s strengths, creating the pressing need for a long-term strategic cooperation framework, now formalized through this agreement.

At the ceremony, Lieutenant General Vu Ngoc Thiem, Chairman of the Government Cipher Committee, and Prof. Dr. Le Quan, President of VNU, officially exchanged the signed cooperation agreement.

Under the agreement, VNU and the Government Cipher Committee will jointly train high-quality human resources in quantum technology, cryptography, information security, and semiconductors. Each year, the Government Cipher Committee will send officers to pursue master’s and doctoral programs at VNU. Both sides will also carry out national-level scientific and technological research, particularly in quantum computing, quantum communications, and microchip technology; organize scientific conferences, seminars, advanced training courses, and academic exchange programs for staff, faculty, and students of both institutions.

The cooperation agreement is valid for five years from the date of signing and may be extended. It is regarded as a significant milestone, opening a new, more substantive phase of long-term cooperation between VNU and the Government Cipher Committee, contributing to Vietnam’s mastery of core technologies and keeping pace with global trends.

At the signing ceremony, Prof. Dr. Le Quan emphasized that this strategic partnership will allow both sides to leverage their strengths, building national capacity in emerging technologies, particularly quantum technology—a field predicted to shape the global knowledge economy in the near future. He also stressed that high-level security is a decisive factor enabling many countries, including Russia, to effectively address modern challenges.

President Le Quan further noted that VNU has recently invested heavily in core technology fields such as quantum, artificial intelligence, semiconductors, and cybersecurity. In implementing Resolution No. 57-NQ/TW, VNU has established the High-Tech and Advanced Technology Park at Hoa Lac, creating a foundation for collaboration with strategic partners at home and abroad.

Concluding the ceremony, both Lieutenant General Vu Ngoc Thiem and Prof. Dr. Le Quan agreed that bilateral cooperation will not only facilitate the development of a highly qualified workforce but also play a vital role in ensuring digital sovereignty and national security in the new era.
