The Government Cipher Committee inspects and evaluates the implementation of security and safety in sending and receiving classified documents on the shared operational management software used by Party agencies in Ninh Bình Province
In accordance with Plan No. 02-KH/BCĐTW of the Central Steering Committee on the development of science, technology, innovation, and digital transformation to promote fast, effective, synchronized, and interconnected digital transformation in the political system, recently, a working delegation from the Government Cipher Committee, led by the Committee's Chairman, General Vu Ngoc Thiem, conducted an inspection and evaluation of the implementation of security measures for sending and receiving classified documents on the shared operational software used by Party agencies in several communes and wards in Ninh Bình Province.
This activity is part of the implementation of tasks by Group 4 under the Secretariat of the Central Steering Committee, with the Government Cipher Committee as the leading unit responsible for information security and data safety in the information systems of Party and State agencies. The delegation worked in Giao Minh Commune and Liêm Tuyền Ward, which are newly reorganized administrative units following the two-tier local government model, with specific challenges regarding the local area and technical infrastructure.

In Giao Minh Commune, Comrade Doan Van Tri, Standing Deputy Secretary of the Commune Party Committee, reported to the delegation on the initial results of implementing security solutions for sending and receiving classified documents on the shared operational management software. The technical infrastructure for digital transformation in Giao Minh Commune has been completed, ensuring safety and security; encryption devices and specialized digital signatures have been equipped and are now in operation. Notably, the local government has implemented creative solutions such as hiring specialized IT engineers and forming a local technology team to assist residents in public services.

The practical inspection and evaluation showed that the communes and wards face some challenges, such as a lack of IT personnel, staff who are not yet proficient with the software, and insufficient personal digital signature devices. The Party Committees of the communes and wards have requested that the Central Steering Committee and relevant agencies continue to support training, staff development, and provide additional equipment and software to ensure the smooth and secure operation of the information system.
