The event was attended by representatives from leadership of functional agencies under the General Department of Politics of the Vietnam People's Army.

From the Government Cipher Board, there were Major General Nguyễn Đăng Lực, Secretary of the Party Committee, Deputy Head of the Board; Lieutenant General Vũ Ngọc Thiềm, Deputy Secretary of the Party Committee, Head of the Board; along with other members of the Standing Committee and the Board's leaders, as well as official delegates who are party members from subordinate party committees.

The members of the Standing Committee of the Party Committee of the Government Cipher Board, Term XI, 2025-2030

During the Congress, Major General Nguyễn Đăng Lực reported on the results of the first session of the Party Committee of the Government Cipher Board for the 2025-2030 term, held on August 13th. At the session, Major General Nguyễn Đăng Lực, Deputy Head of the Board, was re-elected as the Secretary of the Party Committee; Lieutenant General Vũ Ngọc Thiềm, Head of the Board, was re-elected as the Deputy Secretary; the Deputy Heads, Major General Nguyễn Hữu Hùng and Major General Hồ Văn Hương, were re-elected, and Nguyễn Tân Đăng, Director of the Political Department, was elected as a new member of the Standing Committee. At the same time, the Party Committee's Inspection Commission was elected, consisting of 7 members, with Major General Nguyễn Hữu Hùng as the Chairman.

The Congress continued with discussions and contributions to the draft documents for the 14th Party Congress; delegates were elected to attend the 12th Congress of the Military Party Organization, and the resolution of the 11th Party Congress of the Government Cipher Board for the 2025-2030 term was passed.

In his closing speech, Major General Nguyễn Đăng Lực, Secretary of the Party Committee and Deputy Head of the Government Cipher Board, affirmed that the results and success of the Congress reflected the unity, trust, intelligence, and responsibility of the officials and party members of the Government Cipher Board. The documents approved at the Congress deeply summarized the theory and practice, reflecting the leadership results and direction of the Party Committee in the past term. These documents continue to affirm and concretize the Party’s guidelines, viewpoints, and the directions from the Central Military Party Committee and the Ministry of National Defense on cryptographic activities.

To ensure that the resolution of the Congress is implemented effectively, the Secretary of the Party Committee requested that each party organization and every official and member within the Board increase unity, strive to overcome difficulties, and successfully achieve the objectives and tasks set by the Congress. They must continue to promote the glorious tradition of "Loyalty, dedication, solidarity, discipline, creativity." After the Congress, each delegate must raise their responsibility and truly be the core force, leading the way in implementing the resolution, building strong and exemplary Party committees that complete their tasks and build fully strong and exemplary units.

After two days of urgent and serious work, with the spirit of solidarity, democracy, discipline, and sustainability, the 11th Congress of the Party Committee of the Government Cipher Board for the term 2025-2030 was successfully concluded. The Congress voted to approve the resolution with 6 goals and 3 breakthrough strategic focuses to contribute to building a revolutionary, regular, and modern Vietnamese cipher industry.

The success of the Congress is the result of the close leadership and direction of the Standing Committee of the Central Military Party Committee, the leadership of the Ministry of National Defense, and the General Department of Politics. It reflects the spirit of high unity and agreement on awareness, will, and actions of 180 delegates representing 1,040 party members from 16 grassroots party organizations in the Party Committee of the Government Cipher Board. The event also marked the celebration of the 80th anniversary of the August Revolution and National Day on September 2nd, the 80th anniversary of the establishment of the Vietnamese Cipher Sector, and the 12th Party Congress of the Military Party Organization for the term 2025-2030, leading up to the 14th National Party Congress.
